Chatham‑Kent’s New Rental Renovation Licence By‑law Takes Effect October 1, 2026

Chatham‑Kent’s new Rental Renovation Licence By‑law officially comes into force on October 1, 2026, following Council’s approval on June 22, 2026. The by‑law introduces a local licensing requirement for landlords who intend to evict a tenant in order to complete major repairs or renovations that cannot be done while the unit is occupied.

Under the new rules, landlords must obtain a Rental Renovation Licence before issuing an eviction for renovation purposes. The licence acts as a local accountability measure, ensuring that renovation‑related tenant displacement is properly documented, regulated, and aligned with municipal expectations.

Nancy Havens, Manager of Licensing Services, says the new framework strengthens clarity and fairness. “This licensing model enhances transparency and accountability while avoiding duplication of provincial processes,” she explained. “The by‑law provides a clear framework for renovation‑related tenant displacement and helps ensure all parties understand the requirements and protections that apply.”

The by‑law outlines eligibility requirements, documentation standards, timelines, and obligations for both landlords and tenants. It is designed to complement existing provincial legislation while giving Chatham‑Kent a practical tool to monitor renovation‑related evictions and ensure they are legitimate, necessary, and conducted responsibly.

Residents can find full details—including application forms, fees, landlord obligations, and tenant information—on the municipality’s website at:
