Council Connect: Highlights from August 19, 2026, meetings of Council

Emergency Management Plan, August 2026: Council received a report summarizing several changes and improvements to the proposed 2026 Emergency Management Plan. The proposed plan modernizes emergency management for the Town and aligns with the Incident Management System (IMS) doctrine adopted by the Province and widely used by emergency managers across Ontario. Council received the report and approved and adopted the plan.

Vexatious, Frivolous, or Unreasonable Complaints Policy No. 145:

Council received this report at the July 28, 2026 Regular Meeting of Council and motioned to defer consideration until the next meeting. The report recommends a policy for handling vexatious, frivolous, and unreasonable complaints. Council received the report and authorized Administration to prepare by-laws to adopt the policy and to establish administrative monetary penalties for further enforcement when required.

Sylvestre and Desro Drive Trunk Storm Sewer Project – Tender Award (MRSPA CSA):

Council received a report summarizing the call for tenders for the Sylvestre and Desro Drive Trunk Storm Sewer Project. The Town received 8 tenders on August 14, 2026. Administration, in consultation with Dillon Consulting, recommended the tender award go to Major Construction LTD. Construction is anticipated to start by October 5, 2026. Council received the report, awarded the tender to Major Construction LTD in the amount of $4,057,044.37 (excluding HST), authorized the Mayor and Clerk to execute an agreement with Major Construction (2010) LTD, and authorized an increase in funding of $823,400 for a total budget requirement of $4,803,400 for the project.
