Essex-Windsor paramedics represented by CUPE Local 2974 have officially set a strike deadline for Monday, October 5, 2026, at 12:00 a.m., pushing back a potential work stoppage that could have begun as early as August.
The decision gives local municipal leaders and the community nearly two months to resolve the ongoing labor dispute. Union leadership emphasized that the extended timeline was a deliberate choice to allow sufficient time for meaningful negotiations.
“We have given our community nearly two months’ notice so that those responsible for resolving this dispute… have meaningful time to act,” said James Jovanovic, President of CUPE Local 2974, in a statement on behalf of the paramedics.
Core Issues at the Table
Negotiations involving roughly 320 to 340 paramedics have centered around critical operational concerns facing the regional EMS system:
Recruitment and Retention: The union stresses that competitive wages and better working conditions are necessary to attract and keep experienced medical staff.
System Capacity: Paramedics have raised concerns about “Code Black” incidents, where no ambulances are immediately available to respond to incoming calls.
First Responder Parity: Workers are seeking wage adjustments comparable to other regional emergency services and enhanced mental health supports.
Impact on Emergency Coverage
If the two sides do not reach an agreement before October 5, paramedics will launch the first region-wide strike in local EMS history. Under an Essential Ambulance Services Agreement ruled by the Ontario Labour Relations Board, emergency coverage will remain active, but overall service levels across Windsor, Essex County, and Pelee Island will drop by approximately 20%.
While critical, life-threatening 911 calls will remain the top priority, non-urgent emergency responses could experience extended wait times.
Both sides remain in a position to return to the bargaining table to finalize an agreement before the October deadline.
